Most downtown blocks aren't broken. They're under-operated - and under-operation is perceived as unsafe. Streets are not designed for programmability or ongoing maintenance. A neglected block signals abandonment. A block that's cleaned but never activated signals indifference. Both drive people away.

A clean downtown is a safe downtown. Perception of safety is the foundation everything else builds on. Business improvement areas and municipalities across Canada spend significant energy on the right problems. What's missing is a full-service operator who can move from clean streets to activated programming to defensible strategy - without the BIA having to coordinate three separate vendors and a consultant.
